
The Belgium Gaming Commission (Kansspelcommissie) was created under the Gambling Act of May 7, 1999, to serve as the official regulatory body for all forms of gambling in Belgium. Its primary role includes issuing licenses for games of chance and betting, as well as closely overseeing operators to ensure compliance with the rules set forth in the Gambling Act.
In Belgium, companies offering online gambling services must obtain one of several types of licenses:
“A” License: Required to operate a land-based casino in Belgium. Only a maximum of 9 “A” licenses can be granted at any time. To operate an online casino, an additional A+ license is needed.
“B” License: Issued for operating land-based slot arcades in Belgium. A supplementary B+ license can be obtained to offer online games of chance. There is a cap of 180 “B” licenses.
Separate licenses are also available for other types of gambling, such as sports betting and racing clubs.
To secure a license, companies must meet strict requirements set by the Belgium Gaming Commission. These include providing robust player protection measures and ensuring fair and responsible gaming practices.
The Belgium Gaming Commission (KSC) runs the Always Play Legally initiative to fight against illegal gambling sites. All licensed operators are required to display the Always Play Legally logo on their websites. To verify if a gambling service is legitimate, players can also check if the site is listed among the approved online casinos or legal online slot machine arcades.

It aims to ensure that all eGambling activities are carried out fairly, protect the interests of players, and promote world class standards throughout the industry.
Player protection is a primary focus for the Belgium Gaming Commission (KSC), and over the years, several regulatory amendments have been made to strengthen this effort. For instance, a playing limit was introduced, capping players at EUR 200 per week. Additionally, there is a blanket ban on bonuses, and since July 2023, all forms of advertising from gambling operators—both online and land-based—have been prohibited, with the only exception being the National Lottery.
To further support responsible gambling, the commission provides resources and links to help educate individuals about gambling addiction. It also manages the Excluded Persons Information System (EPIS), an electronic register of self-excluded players. Gambling operators can consult this system to verify whether a player is permitted to participate.
Players have the option to voluntarily add themselves to this list, restricting their access to all gambling services, both land-based and online.
